FIFA Rankings: I need to improve my calculation

Colombia is still in the top 20. There's quite a difference: 36 points. I need to go back to 1996 a start from scratch with the new method. No time for that now, I'm afraid. And no interest, as there are no draws coming soon that will use the FIFA rankings.
