FIFA Rankings: Spain or Germany on top?

It's between Germany and Spain for the top spot in the July 2008 FIFA Ranking.

Germany can go top of the FIFA Ranking if:

a) Win against Turkey avoiding PSO

AND

(
Russia win against Spain avoiding PSO AND Germany win the final (with or without PSO)

OR

Russia win against Spain after PSO AND Germany win the final avoiding PSO

OR

Spain win against Russia (with or without PSO) AND Germany win the final avoiding PSO
)

b) Win after PSO against Turkey

AND

(
Russia win against Spain avoiding PSO

OR

Spain win against Russia after PSO
)

AND

Germany win the final avoiding PSO

This proves Robert Millward can be wrong.
