DeleteFIFA can only decide about the status of a match if they receive a sort of official match-report. Then they can apply their criteria for an A-match status: among others the number of substitutes and the referee (as Edgar pointed out above).
But I have to say: this removal of matches from the FIFA-list have become a little bit of a plague and appears much more frequently lately. So maybe they have sharpened their criteria and/or their vigilance on these aspects or (switch to 'paranoid' mode here) national teams have found out how they can manipulate the rankings in their favor (switch back to 'normal' mode).
