FIFA also uses results from previous WCs to help decide the seeding, it is not soley based on the ranking.
ReplyDeleteThey did - in the past (98, 2002, 2006). For World Cup 2010 they just used current ranking without calculations.

After winning the Africa Cup 2013 will be among the best 10 teams
After qualification for the World Cup will be among the top 7 teams
And therefore it would be in the level
