The draw will take place on 19 October 2016.
Should CAF follow the same seeding procedure as in 2015 (PDF), these would be the pots:
Pot 1: Gabon (hosts), Côte d'Ivoire, Ghana, Tunisia
Pot 2: Mali, Burkina Faso, Algeria, Congo DR
Pot 3: Senegal, Cameroon, Morocco, Egypt
Pot 4: Togo, Uganda, Zimbabwe, Guinea-Bissau
Note: Egypt and Togo have the same total points (16.5) but none of the regulations provided for AFCON draws mention tie-breaking criteria.
The Excel file provided by CAF in 2015 is simply sorted by the Total column, with no extra sorting applied on other columns. I'm surprised nobody from South Africa mentioned this when the seeding was announced. Cameroon and South Africa both had 23.5 points. Cameroon were in Pot 1, South Africa in Pot 2. [Of course Bafana Bafana proved they are not a Pot 1 team.] Same with Mozambique and Botswana - on the border of pots 2 and 3.
As usual, CAF pays little attention to the details.
