FIFA ranking: September 2023 final preview

FIFA will publish this ranking next Thursday September 21st. This final preview contains 165 matches, out of 182 matches played since July 17th.


Eritrea played their last official match 4 years ago in September 2019. They are excluded from the ranking from now on, until they have played again. Eritrea is participating in African qualifying for the World Cup 2026, with the first round scheduled for November.

      ART. 9 CHANGE OF ASSOCIATION
      1. A player may, only once, request to change the association for which he is eligible to play to the association of another country of which he holds the nationality.
      2. A request to change association may be granted only in the following circumstances:
      a)


      c) the player:
      i) was fielded in a match in an official competition at “A” international level in any kind of football for his current association;
      ii) at the time of being fielded for his first match in an official competition (at any level) in any kind of football for his current association, he held the nationality of the association which he wishes to represent;

      iv) was fielded in no more than three matches at “A” international level in any kind of football for his current association, whether in an official competition or non-official competition:

      vi) has never participated in any kind of football at “A” international level in the final tournament of the FIFA World Cup or a final tournament of a confederation competition.


      70. The phrase “official competition” is defined in the FIFA Statutes as “a competition for representative teams organised by FIFA or any confederation”.

      71. “‘A’ international level” refers to the highest level of representative team football, colloquially known as the “senior national team”.


      83. “Final tournament of a confederation competition” refers to the premier competition for a particular kind of football. By way of example, the competitions in association football at the time of writing are:
      Confederation — Women’s football — Men’s footbal
      AFC— AFC Women’s Asian Cup — AFC Asian Cup
      CAF— Africa Women Cup of Nations — Africa Cup of Nations
      Concacaf — Concacaf Women’s Championship — Concacaf Gold Cup
      CONMEBOL — Copa America Femenina — Copa America
      OFC — OFC Women’s Nations Cup — OFC Nation’s Cup
      UEFA —UEFA European Women’s Championship — UEFA European Championship

      So,African Nations Championship, UEFA Nations League, Finalissima, CONCACAF Nations League, AFC Solidarity Cup, etc.
      these competitions are not the premier competition of a confederation,
      but all the competitions are “official competition”,though African Nations Championship(Finalissima,AFC Solidarity Cup,etc.)was ranking purposes considered as friendly match.


      The Mauritanian Federation explains that it did not consider it "necessary to request a change of association for Khadim Diaw who only represented Senegal during the qualifiers for the African Nations Championship (CHAN) which, according to it, is not an official competition.

      In a press release dated July 11, 2023, the Disciplinary Jury rejected the defense arguments put forward by the Mauritanian Federation of football. Namely that “the player did not need a change of association since he had only participated in CHAN matches which fell outside the Fifa calendar and should therefore not be considered as a “official” competition.

    I have a question regarding the forfeited matches. Rwanda and Benin originally drew on March 29, which gave an exchange of +/-3.427. When the sanction was applied on September 1, their points were 1089.461 for Rwanda and 1248.129 for Benin, and when I recalculate that match giving Benin the win with those points, I get an exchange of +/-8.808, which in total is a difference of +/-12.235, which doesn't match the 12.086 in your file. Could you please walk us through this discrepancy? Where does the difference come from?

    1. Rodrigo, I also came up short in calculating the points corrections for the forfeited matches, in the Benin/Rwanda case as in the Mauritania/Congo DR case. I couldn't come to the exact same points of these teams in the published ranking.
      I tried with the points before the September window and came up with the numbers you mention. I tried with the points before the June window (because I don't know the exact date the decision to forfeit was made -I read above that it's July 11th for the Mauritania/Congo DR case, thanks Anon-, but that also didn't give the published points.

      In the end I added/subtracted the points difference on 2 decimals between the published points and the calculated points corrections for each teams when using the normal procedure. So, I just can't explain the correction values used by FIFA.
      It's the correction values for Mexico/Guatemala/Ecuador for the April 2023 ranking all over again. I couldn't explain those correction values either.
      Which is annoying, but as FIFA won't give any explanation about their ranking calculations in these specific case anyway, I've learned to let it pass. I hope you can too :)

    1. Women's UNL: a new competition for which there's currently no adequate match type available. So, using the fallback option the men's ranking also uses, it could be considered for ranking calculation purposes as 'just a friendly'.
      For the men's UNL a new match type (+weighing factor) was introduced to calculate the first UNL matches. I expect the same for the women's UNL.
      In general, the available women's match types should indeed be reconsidered. The "friendly between two top 10-teams" match type could have been appropriate in 2003 but definitely not in 2023 anymore.

      Regarding the play-ins for the Copa America next March, I expect them to be calculated with an I-factor of 25 (a continental final tournament qualifier). But we won't know for sure until the April 2024 ranking is published...
      Special attention require already the new quarter finals in league A in the CONCACAF Nations League this November. Will they still be considered as group stage matches (I=15) or already as NL play-offs (I=25)? I expect the latter, because these quarter finals are effectively also continental final tournament qualifiers. But once again, we'll have to wait and see.

  5. Malaysia current position is the highest in over 15 years. Last time Malaysia within Top 130 was 127 (May 2006)
